Information and Communication Technology

Information and Communications technology (ICT) formerly known as information technology (IT). Integrates telecommunications and computers, as well as necessary enterprise software, middleware, storage, and audio visual systems, that enable users to access, store, transmit, and manipulate information. Procurement Spend Analysis, provides the detail to explore the multi level structure and complex nature of the Technology Estate.

  • End User Software Hardware

    All spend relating to the provision of off the shelf software. Should include spend on computer equipment and components.

  • Software & Hardware

    All spend relating to the provision of non-common or bespoke software and hardware, i.e. that which is necessary for specific needs, and could not be used for other purposes.

  • Hosting

    Costs associated with the acquisition, management and support of server infrastructure, operating systems and development platforms to provide computing power for bespoke software services and/or purchased software products.

  • Network

    Should include all spend relating to the provision of data and voice networks, including the goods and services.

  • Telecoms

    All spend related to fixed and mobile telecoms including equipment and call charges.

  • IT Change Management

    All spend related to the provision of outsourced IT services including the provision and management of computer systems and the hosting of applications.

  • Support

    All spend relating to the provision of services to install, repair and maintain and support IT equipment and supplies. If the service is providing advice then the spend should be recorded as consultancy. If the service provided is filling a skills or manpower gap which would normally be carried out in-house then the spend should be recorded as contingent labour.

Information Communications Technology ICT is one of the most complex spend areas within Procurement, technology is changing every day, large capital investment, expert procurement, business and technical knowledge is key. Within an ICT estate many factors need to be considered, when selecting the correct supplier base, indirect procurement teams are part of the strategic sourcing needed to maintain a complex and dynamic ICT category.
